Robin Skinner: Chair (Otsego)
Robin is a retail branch manager for Central Bank and joined TRCF in 2015. Robin is passionate about volunteering in the community and also volunteers or serves on several other boards including: Elk River Rotary (Treasurer, Taste of Elk River committee chair, past Secretary), Elk River Area Chamber of Commerce (Shiver Elk River hockey tournament co-chair), Meals on Wheels, Family Promise, Hockey Day Minnesota steering committee, and many Elk River High School booster clubs.
Jason Hoskins: Vice Chair (Elk River)
Jason joined the TRCF board of directors in 2015 after serving a year on the Grant committee as a non-board member. He is the chief operations officer for Ulteig Engineers. Jason also serves on the Elk River Energy City Commission and the IEEE/PES Scholarship Plus Selection Committee. He and his wife, Stacie, have two children: Eric and Amy.
Mark Peterson: Treasurer
Mark joined the TRCF board of directors in 2017 and serves on multiple committees. He works for Great River Energy in the Systems Operations department. In his free time, Mark enjoys spending time fishing, golfing, and camping.
Nicole Rasmussen: Secretary (Elk River)
Nicole joined the TRCF Board in 2014 and shares her marketing and community relations skills on the Marketing and Golf committees. She is the Manager of Community Education for ISD 728 and is no stranger to the TRCF service area with her involvement on many other volunteer boards including: Elk River Rotary (past Taste of Elk River chair), Elk River Area Chamber of Commerce (past Shiver steering committee member), and model for the Sherburne County Area United Way fashion show. Nicole is married to Darby and they have one daughter, Hailey. In her spare time, Nicole loves to run and read.
Joan Ruprecht: Marketing (Rogers)
Joan, who joined the TRCF Board in 2013, is a Realtor with Keller Williams Realty Integrity NW in Elk River. She is also a member of the St. Paul, Minnesota and National Association of Realtors. As an artist member, Joan serves on the gallery committee for the Elk River Area Arts Alliance. She is a member of the Elk River Chamber of Commerce and active in her church. Joan mentors a small group of young adults and started a volunteer after school art ministry for middle and high school students. She previously served with the Elk River area Young Life, and was active in with the Builders Association of the Twin Cities, Elk River Builders Association. Joan lives in Rogers with her husband and two children.
Peter Onstad: Fund Development Chair
Peter joined the TRCF Board in 2017 and is the Director of Retail Banking for The Bank of Elk River. He is passionate about giving back to the community and is a very active volunteer within Elk River. Peter serves on the Golf, CowPie, and Grant committees within TRCF. Peter is married to his wife Sarah and they have two children, Lilly and Gunnar. Outside of work Peter is actively involved in his children’s sports and serves on athletic booster clubs. In his free time, Peter enjoys the outdoors and loves to spend his time on the MN lakes and on the golf course.
Heidi Habben: Past Chair (Elk River)
Heidi is the owner of CRASH+SUES, an animation + graphics house in downtown Minneapolis. She joined the TRCF Board of Directors in 2013. Heidi also serves on the Five Stone Media board whose mission is to produce provocative, culturally relevant media. In the past, she has served on the AICP Minnesota board.

Jennifer Wagner (Elk River)
Jennifer joined the TRCF marketing committee in 2013 as a non-board member and joined the full board in 2014. Jennifer has chaired the Marketing committee since 2014 and sits on the Golf and Concert on the Course committees as well. She owns several small businesses and is very active in the local community. Jennifer was elected to the Elk River City Council, and serves on numerous local boards and organizations including: Elk River Area Chamber of Commerce, Rivers Edge Downtown Business Association, Women’s Leadership Council of the Sherburne County Area United Way, and was the marketing co-chair for the 2014 Hockey Day Minnesota. She has also been recognized by the city of Elk River with the “Volunteer of the Month” award. Jennifer and her husband, Mike, have three children: Lauren, Joey and Charlie.
Julie Fish (Elk River)
Julie is the owner of Elk River Printing and joined the TRCF in 2014. She serves on the Scholarship and Grant committees. Julie has been a leader in community service for the past 33 years and has held several committee positions and is an active member of the Elk River Area Chamber of Commerce. She is also a member and secretary for the Elk River Rotary. When not busy volunteering, Julie enjoys gardening, spending time with family, photography, and the beach.
Dan Collins (Elk River)
Dan joined the TRCF Board in 2014 and serves on the Scholarship and Grant committees. He works for ISD 728 and is the popular principal of Twin Lakes Elementary in Elk River. Twin Lakes Elementary was awarded the School of Excellence title under his direction. Dan and his wife, Beth, have three children: Corey, Nathan, and Carley. When not busy at school he has been involved in his children’s sports and serving on their sports booster clubs. Dan is also a past board member of the United Way.
After more than a decade in the financial services industry, Mitch founded Rock Island Financial to develop stronger ties with his clients. Mitch holds degrees in Speech and Marketing. He also earned the professional designations of Charter Life Underwriter (CLU), Chartered Financial Consultant (ChFC), Certified Fund Specialist (CFS) and Life Underwriters Training Council Fellow (LUTCF).
Scott joined the TRCF Board in 2017 and is the Chief Credit Officer, SVP for First National Bank of Elk River. Scott leads the banks credit function. He is responsible for credit quality, credit policy, and credit culture. A 27 year banking veteran, Scott carries a business degree from Gustavus Adolphus College and is an alumnus of the Commercial Lending Graduate School in Norman Oklahoma. As chief Credit Officer Scott is responsible for the health of all facets of the bank’s loan portfolio. He also serves on the Executive management team and various internal management committees. Scott’s leadership allows First National to have a loan portfolio that is strong, growing, and profitable.
Margie MacLachlan (Rogers)
Margie grew up in Rogers and graduated from Elk River High School before earning a Journalism degree at the University of Minnesota. For the past 18 years, she was CEO and co-founder of Tartan Marketing, a business-to-business marketing and brand agency that served clients including Cargill, Ecolab, Great River Energy, U.S. Bank, Polaris and more. In 2018, the agency merged with Bolin Marketing, where Margie continues to provide content strategy for clients. She joined the TRCF Board of Directors in 2018.
